    IMPORTANT LAWSUIT AFFECTING FOREST AREA PLAN: The RGJ Wednesday had a long article on a Cold Springs Lawsuit over growth. A local attorney informs me there MAY be cause to question the Forest Area Plan under the same issues. Any lawyers interested in helping? Anybody interested in helping with funds to consult a lawyer.     Unfortunately a lawsuit by Voters for Sensible Growth over Winnemucca Ranch (City of Reno annexation out Pyramid Highway) was dismissed. Another suit by them over Sparks Annexation was dismissed and under appeal but they need help. I think an organization offered to match any donations. www.VotersForSensibleGrowth.com

    NO FREE SPEECH AT LIBRARY? I (Jeff Church)recently contacted the library about handing out some Mt Rose Corridor & Voter info outside the library. If the library is not the equivalent of the proverbial courthouse steps for free speech, what is? It blocks or impedes no one. They have an area set up for petitions as required by Nevada Law. However I was twice informed that Washoe County Code prohibits soliciting on county property (including the courthouse steps) and that included soliciting people to take my flyers, my opinion, etc. This would clearly seem to misconstrue 'solicit'. I'm not hooking & not selling anything (commercial activity). There appears to be ample case law and constitutional backing that we should be able to put out our free speech. That they should prohibit this is unimaginable. Once again I may have to secure a lawyer at my personal expense to fight this. Copies of correspondence on request. HELP!

    Economic Impact of State Deficit: Time Magazine recently reported that the State of Nevada
    has the highest percentage of projected state deficit (56%) compared to total state budget
    in the United States. The State Legislature will look at ways to meet the projected $3 billion plus
    deficit when they convene in 2011 and Washoe County is very concerned that, once
    again, the State will look to local government and `redirect` local taxpayer revenues to meet
    this challenge. The 2009 Nevada Legislature redirected $25 million of Washoe County
    revenues to the State after the County had cut expenses (including wages) to meet its third
    year of budget deficits. All 17 Nevada Counties have placed an advisory question on the
    November election ballot asking citizens if the consent of the local government should be
    required before the State Legislature can remove revenues or mandate new services.

    Galena Creek Visitor Center and Recreation Area Now Open: The Visitor Center is located on
    Mt. Rose Highway is now open on: Tuesday - Sunday from 9am to 6pm from May 1 to
    October 15 (summer months) and then starting October 16 through April 30 from 9am to
    4pm, Friday - Sunday (winter months). The Recreation Area is available for day use only. A
    formal opening weekend celebration will take place sometime in November, once the
    center’s permanent exhibits are installed. The Visitor Center/Recreation Area is operated by
    RPOS under a special use permit from the U.S. Forest Service. Washoe County has
    partnered with the Great Basin Institute to operate the center. Great Basin Institute’s staff
    and volunteers provide information about local areas of interest, hikes, camping and other

    Arrowcreek Fire Station: The second citizen forum dedicated to providing the Board of
    County Commissioners/Board of Fire Trustees with options for staffing the new Arrowcreek
